Section 17.40.080 specifically targets vegetation that blocks visibility of stop signs, traffic signals, street name signs, or clear travel by fire trucks, ambulances, school buses, garbage trucks, and snowplows. The state enabling statute, Iowa Code 364.12(2)(c), lets a city require the abutting owner to maintain parkway property, but the city itself remains responsible for diseased trees and dead wood on publicly owned right-of-way. Sioux City Field Services administers the city-wide tree trimming program and removes dead or diseased trees in the right-of-way.
If an owner does not trim after notice, Iowa Code 364.12(2) and SCMC Title 17 let the city do the work and assess the cost like a tax. Repeat obstruction is a municipal infraction under SCMC 1.04.100.
