Bellevue Land Use Code LUC 20.50 and tree retention standards in Title 20 regulate tree trimming and pruning activities. Routine trimming of ornamental trees, fruit trees, and smaller landscape trees on private property generally does not require permits. However, significant pruning of Landmark Trees (exceptionally large or historic specimens), trees in Critical Areas (wetlands, streams, steep slopes), or trees protected under subdivision approval conditions requires approval from Development Services. Pruning must not remove more than 25 percent of the live canopy in a single year to maintain tree health and stability. Street trees in public rights-of-way are owned by the city and require Bellevue Transportation Department approval for any pruning beyond minor clearance work. Professional arborists should follow ANSI A300 pruning standards. Topping (severe heading cuts removing major portions of the crown) is discouraged as it damages tree health. Puget Sound Energy contractors routinely prune trees near power lines without owner permission but must restore reasonable shape.
