Summary
Bryan bars trees, shrubs, and other landscaping in the public right-of-way from ever blocking vehicle travel on the street or pedestrian travel on the sidewalk, or hiding traffic signs and signals.
In any event, no tree, shrub or other landscaping shall interfere with the free passage of vehicles on the street or of pedestrians on the sidewalk or obscure the view of motor vehicle operators of any traffic-control device or street sign, visibility triangle, or otherwise create a traffic hazard and shall at all times comply with city rules, regulations and ordinances.

Bryan's code (ch. 106, art. VII) puts the city in charge of trees and shrubs on city-owned rights-of-way and public property, with authority to plant, trim, cable, or remove them (Sec. 106-198, 106-200(a)). Property owners may plant landscaping in the parkway strip between the curb and sidewalk, but under Sec. 106-200(b) it can never interfere with the free passage of vehicles on the street or pedestrians on the sidewalk, and it cannot obscure a driver's view of any traffic-control device, street sign, or visibility triangle. Cutting, breaking, or injuring a public tree or shrub without the director's written authorization is separately prohibited by Sec. 106-201.
