The Alameda County Tree Ordinance (adopted 2002, revised 2003) regulates street trees - trees in the public right-of-way along Castro Valley streets. Trimming, planting or removing a street tree requires a permit application to PWA at permit.acgov.org (free for non-removal). Removal generally requires replacement with a county-approved species. Private-property trees in Castro Valley have no general tree-protection ordinance - owners can remove trees on their own land. Exception: Fairview District Chapter 6.66 lets neighbors restore views/sunlight obstructed by tree growth. PG&E retains the right to trim trees near power lines under CPUC GO 95.
Unpermitted street tree removal is a misdemeanor under the Tree Ordinance plus replacement cost (often $500-$2,000 per tree). Trimming damaging power lines is a separate PG&E civil liability.
