050 places two separate tree duties on every lot owner, lessee or occupant. Subsection A requires removing any dead, dying or otherwise hazardous tree on the property that creates a danger to people or property, regardless of whether it overhangs anything public. Subsection B requires cutting back any tree branches or other vegetation that extend onto, over or otherwise overhang public property or a public right-of-way, but only where that overhang presents a hazard to pedestrians or traffic or blocks or impairs the view of a traffic sign or device; routine overhang that creates no hazard and does not obscure signage is not itself a violation of this section. 060. 050 cannot simply be piled and stored indefinitely; they count toward the chapter's separate ban on storing debris on public or private property.
