Property owners are responsible for maintaining trees and vegetation on their land. The City's Parks Department maintains street trees in the public right-of-way. Utility companies (Colorado Springs Utilities, Xcel Energy) may trim trees near power lines under their own easement rights. No permit is generally required to trim trees on private property; tree removal may require a permit (see tree-removal).
