City Code Β§6.7.107 requires all owners and keepers to restrain dogs by confinement, collar and leash, or in designated off-leash areas. Β§9.9.302 prohibits dogs at large or trespassing on others' property. Dogs found roaming are considered stray and may be impounded by HSPPR Animal Welfare Officers. Dogs must also be licensed and vaccinated against rabies. Up to four dogs over four months of age are permitted per property (Β§6.7.106.F). Designated off-leash dog parks exist throughout the city where dogs may be loose under owner control.
