Trees on your own private property can generally be trimmed without a permit. But street trees, tree lawns, and trees in the public right-of-way are city-regulated. In Elyria, a City Urban Forester permit is required before trimming any tree in the public way.
There is no Lorain County ordinance governing how residents trim their own trees. On private property, homeowners may prune freely, subject only to the 8-inch weed/nuisance rule for overgrowth. The regulation applies to public trees. Elyria Codified Ordinance 553.05 requires a permit from the City Urban Forester before anyone plants, cuts, trims, or treats a tree or shrub in a public way, tree lawn, street, alley, or on City property. Lorain and other municipalities have similar shade-tree provisions. The permit is free in Elyria. Contact your city's service or forestry department before touching a curb-lawn tree.
Trimming or removing a public/right-of-way tree without the required city permit can bring a municipal citation and liability for damage to the protected tree.
