Routine pruning on developed residential lots is generally fine, but topping or removing a protected tree requires a permit from the Department of Conservation and Development, (925) 674-7205, filed at least 10 days before the work. Dead or hazardous trees can qualify for expedited or emergency permits — document the hazard with photos first.
