The City of Galt operates its own potable water utility drawing from groundwater and administers conservation standards set by the State Water Resources Control Board. Permanent statewide prohibitions under Title 23 of the California Code of Regulations ban watering that causes runoff onto sidewalks or streets, hosing down driveways or other hardscape except for health and safety, using potable water in non-recirculating fountains, and watering during or within 48 hours of measurable rainfall. Galt adds local enforcement through assigned watering days keyed to odd and even street addresses and time-of-day limits, typically prohibiting sprinkler irrigation between roughly 10 a.m. and 6 p.m. from spring through fall. Leaks must be repaired promptly, and new landscape installations over 500 square feet must comply with the Model Water Efficient Landscape Ordinance (MWELO). During declared drought emergencies the Council may impose tighter schedules or surcharges.
First violations typically bring a warning and educational notice. Repeat violations can lead to administrative fines up to $500 under State Water Board rules, and extreme cases can include flow restrictors or service disconnection.
