Section 16-252 sets out the city's emergency water management plan in three escalating stages. Stage 1, Water Watch, is described as mandatory and in effect year-round, targeting a five percent reduction in gallons per capita per day. Single-family residential addresses that are evenly numbered, or customers with no street address, may irrigate with hose-end sprinklers or automatic irrigation systems no more than twice a week, on Tuesdays and Saturdays; oddly numbered addresses may water on Wednesdays and Sundays. m. Commercial landscape customers, including multi-family residential, water on Mondays and Thursdays within the same seasonal hours.

No landscape watering with hose-end sprinklers or automatic irrigation systems is allowed on Fridays under any schedule. m. If conditions worsen, Section 16-252 escalates: Stage 2, Water Emergency, triggers at 50 percent reservoir depletion or comparable distribution failures and tightens the schedule to one watering day per address parity plus a ban on hosing pavement, refilling drained pools, and vehicle washing by hose; Stage 3, Water Crisis, triggers at 65 percent depletion and prohibits all commercial and residential landscape watering outright. The mayor, mayor pro tem, or city manager acts as administrator under Section 16-253, and the neighborhood and inspection services, public services, and police departments are authorized to enforce the plan.
