Palm Coast Code of Ordinances Sections 24-181 through 24-185 (Water Conservation, adopted by Ordinance 2009-15) enforce a year-round landscape irrigation schedule that aligns with St. Johns River Water Management District (SJRWMD) Chapter 40C-2, F.A.C. Irrigation is prohibited between 10:00 AM and 4:00 PM; residential odd addresses water Wednesday and Saturday during Daylight Saving Time (Saturday only in EST); even addresses water Thursday and Sunday during DST (Sunday only in EST). Limit: 3/4 inch per zone per irrigation day, max one hour per zone.
The City's Water Conservation Ordinance (codified at Sections 24-181 through 24-185 of the Code of Ordinances) was adopted via Utility Ordinance 2008-07 and amended for SJRWMD compliance by Ordinance 2009-15. The ordinance provides that 'In the event the St. Johns River Water Management District declares a water shortage pursuant to Chapter 40C-21, Florida Administrative Code, the provisions of the District's water shortage order shall take precedence over the provisions of this ordinance that are inconsistent with the water shortage order.' SJRWMD's year-round residential schedule (Chapter 40C-2, F.A.C.) is: Daylight Saving Time (second Sunday in March through first Sunday in November) โ odd-numbered or no addresses water Wednesday and Saturday; even-numbered addresses water Thursday and Sunday; Eastern Standard Time (first Sunday in November through second Sunday in March) โ odd-numbered or no addresses water Saturday only; even-numbered addresses water Sunday only. Nonresidential irrigation: Tuesday and Friday (DST), Tuesday only (EST). Irrigation is prohibited daily between 10:00 AM and 4:00 PM, limited to no more than 3/4 inch of water per zone per irrigation day and no more than one hour per zone. Exemptions: micro-irrigation (drip/low-volume) any time; hand-held hose with adjustable shut-off nozzle any time; new landscape establishment (daily for 30 days, then every other day for 30 days); chemical application watering up to 1/4 inch within 24 hours; system maintenance/repair up to 20 minutes per hour per zone. SJRWMD Order 2026-006 (declared March 2, 2026) further restricts SJRWMD residents to 1 day per week โ odd Saturday, even Sunday โ and during that order the SJRWMD schedule takes precedence over the City's ordinance.
Irrigation outside the allowed days or during the 10:00 AM โ 4:00 PM prohibition window is enforceable by Palm Coast Code Compliance under Sections 24-181 to 24-185. The City's Utility Department (Customer Service 386-986-2360) administers the program. SJRWMD layered enforcement applies during declared water shortage orders.
