Snohomish County enforces state noxious-weed law. Every property owner must eradicate all Class A weeds and control designated Class B and listed Class C weeds. The county Noxious Weed Control Board (SCC Ch. 3.42) can order control and bill or lien the owner.
Washington's Noxious Weed Act, RCW 17.10.140, requires every owner to eradicate all Class A noxious weeds and to control and prevent the spread of Class B weeds designated for control in the region and Class B/C weeds on the county's locally mandated control list. The Snohomish County Noxious Weed Control Board, established under SCC Ch. 3.42, administers RCW 17.10 and the annual county weed list. Under RCW 17.10.170, if the board finds noxious weeds and the owner is not taking prompt action, it sends written certified-mail notice giving at least ten days to act; if the owner fails, the board may control the weeds at the owner's expense, and that expense becomes a lien on the property bearing 12% annual
