Section 54-62 makes it unlawful to let weeds, rubbish, brush, trash, or garbage accumulate or grow where it is unsanitary, unsightly, or objectionable, and treats grass or weeds over 18 inches as prima facie evidence the lot is unsightly. Owners abutting an alley must clear rubbish and mow to the middle of the alley; owners abutting a street must mow that abutting ground. Officers respond within 72 hours of a complaint, then attempt certified-mail contact, roughly a seven-day step. If the owner does not respond, the lot goes to a contracted mowing company, another seven-day step, so about 14 days pass before the city cuts. Grass reaching 48 inches qualifies for emergency mowing.
