Fountain Valley, CA Landscaping Rules: Weed Ordinances (2026)

Section 21.20.060 of the Fountain Valley Development Code opens with a flat rule: landscaping shall be properly maintained at all times. Irrigation equipment must be continuously maintained in good working condition and to avoid overspray, and litter must be removed from landscaped areas in a timely fashion. Turf areas must be mowed on a regular basis and kept green, accumulated leaves, twigs and bark must be removed on a regular basis, and planting areas must be kept weedfree at all times. Maintenance includes pruning, cultivating, weeding, fertilizing, replacing plants and watering on a regular basis, and it includes removing dead, decayed, diseased or hazardous trees, weeds and debris that look unsightly, endanger public safety or hurt neighboring property values.

Landscaping that fails to show a healthy appearance and growth must be replaced to the original planting standards or as approved by the director of planning. None of these sections sets a maximum height in inches or feet, so the measure is regular mowing and a weedfree planting bed. The nuisance chapter supplies the enforcement hook. Section 8.04.020 declares a public nuisance dead, decayed, diseased, overgrown or hazardous trees, weeds and vegetation, cultivated or uncultivated, that are likely to harbor rats or vermin, look unsightly, or hurt neighboring properties (item 16), a front yard with excessive weeds or debris (item 20), and vegetation overgrowth that encroaches into a public right-of-way such as a street, alley or sidewalk and endangers public safety or impedes travel (item 21).

Single-family front yards must keep at least fifty percent of the front yard setback landscaped under § 21.20.040(b). Owners get notice and a hearing under Chapter 8.04 before the city abates the condition and liens the cost.
