Little Rock's nuisance code (Sec. 20-2(a)(1)) makes it unlawful for anyone with supervision or control of a lot to let grass, weeds, or any uncultivated plant exceed 10 inches in height, or grow in rank profusion, on the premises or the abutting sidewalk, parkway, or alley. A city-designated department can issue a written abatement notice under Sec. 20-3 giving the owner at least 7 days to cut the growth; if ignored, the city does the work itself and files a lien against the property for the cost. Violations are also directly citable under Sec. 20-1(4), which sets escalating per-calendar-year fines at the same parcel.
