Meriden's vegetation-control rule sits in the Housing Code at § 125-13 and reaches beyond rental property to 'any premises in the City,' making it the City's general grass and weed ordinance. The one-foot height cap applies to grass, unless it is grown to be harvested as hay, and to weeds or similar growth; the section separately bars letting any weed or plant that causes hay fever or a similar disease grow at all, and bars wild, untrimmed bushes. The geographic trigger is specific: the lot must front on a paved street, or, for an interior lot, be bounded on three or more sides by land that fronts such a street, so a landlocked rear parcel without that frontage on three sides falls outside the section's reach.

The Department of Development and Enforcement, which administers Chapter 125 under § 125-2, inspects premises and issues a written notice and correction order under the enforcement procedure at § 125-16, with citation authority also held by Housing Code Inspectors, the Zoning Enforcement Officer and the Building Official under § 125-3. Continued noncompliance after the notice period runs is punishable by a fine of up to $100 for each day the tall grass or weeds remain, and an aggrieved owner may appeal a notice to the Neighborhood Rehabilitation Advisory Board under § 125-17.
