Pima County Code Chapter 7.21 provides authority for the county to declare overgrown weeds and vegetation a public nuisance when they present fire, health, or safety hazards. Code Compliance officers may issue notices of violation requiring property owners to cut, remove, or otherwise abate weeds within a specified timeframe (typically 30 days). If the owner fails to comply, the county may perform abatement and assess costs as a lien against the property. Buffelgrass (Pennisetum ciliare) is a particular concern in unincorporated Pima County because it is an invasive species that fuels wildfire in the Sonoran Desert, threatening native saguaros and other vegetation. The Pima County Buffelgrass Removal Program encourages voluntary removal and coordinates annual community pull events. Tumbleweeds (Russian thistle) and other fire-prone invasive plants are also enforcement priorities during dry pre-monsoon months (April through June).
