Chapter 385, the city's Bicycle chapter, treats a bicycle rider on a roadway as subject to the same rules of the road as a motor vehicle driver under Section 385.020, then layers on bicycle-specific rules. Section 385.030 requires riding astride a regular, permanent seat and bars carrying more passengers than the bike is built for. Section 385.040 is the core roadway rule: ride as near the right-hand side as practicable, use due care passing a standing or slower vehicle, and never ride more than two abreast except on a path or part of a roadway set aside exclusively for bicycles. Its final sentence is the mandatory-path clause that gives this page its teeth: whenever a usable path for bicycles has been provided adjacent to a roadway, bicycle riders shall use such path and shall not use the roadway, so a rider cannot choose the street once the city has built an adjacent bike path.

Section 385.050 caps speed at what is reasonable and prudent for conditions, and Section 385.090 separately bans sidewalk riding within any business district for everyone, and bans it citywide for anyone fifteen or older, while requiring a rider on a sidewalk elsewhere to yield to pedestrians and give an audible signal before passing. Section 385.100 layers on lighting: a front white lamp and rear red reflector between a half-hour after sunset and a half-hour before sunrise. Section 385.125 separately requires riders under seventeen to wear a helmet on any public roadway, bike path or right-of-way.

Section 385.130 sets the penalty: a rider seventeen or older convicted of any Chapter 385 violation faces a fine of not less than five dollars nor more than twenty-five dollars, and an officer who catches a rider under seventeen violating the chapter may impound the bicycle for up to five days.
