Section 10-03-03 governs off-street loading facilities for any new structure that receives or distributes materials or merchandise by truck. Within the location standards for loading berths, subsection B.6 specifically states that loading or unloading may not interfere with or encroach on fire and emergency vehicle lanes, parking areas, sidewalks, bike lanes, drive aisles or queuing areas. That means a delivery truck idling in or blocking a striped on-street or off-street bike lane while loading at a Greenwood business is out of compliance with the same section that sets the site's loading berth location, dimensions, and screening. The requirement is reviewed at the site plan stage: Sec. 10-03-03.A requires an approved plan showing how loading will occur before a permit issues, and the Planning Director's office checks that the loading layout keeps clear of bike lanes and the other listed circulation features as part of that review, not merely as an after-the-fact traffic complaint.
