HMC 8.12.030(F) lists 22 places a vehicle can't be parked, and item 17, parking within a designated bicycle lane, is a standalone prohibition with none of the loading, delivery or short-stop exceptions that apply elsewhere in the subchapter; item 18 separately bans parking within a traffic lane generally. Both sit inside the City's general parking-prohibitions section, so the same enforcement window in HMC 8.12.030(E), 8:00 a.m. to 6:00 p.m., Monday through Saturday except Sundays and legal holidays, applies unless posted signs say otherwise.

The riding side of the rule lives in Subchapter 8.28, Bicycles, Skateboards and Toy Vehicles. HMC 8.28.010 makes every bicycle operator on a street or public path subject to state law and the City's traffic code generally, and HMC 8.28.060 then sets Hillsboro's own positioning rule: subsection (A) requires a rider on a roadway to stay as near the right-hand side as practicable, exercising due care when passing a standing vehicle or one going the same direction, and subsection (B) requires riders to travel single file rather than side by side. HMC 8.28.090 adds that every bicycle on the street must have brakes adequate to stop and hold it, and bars riders from carrying a package that keeps a hand off the handlebars. None of these bicycle-operation sections carry a bespoke fine; they're enforced, like general parking, through the City's standard citation and fine process.

A vehicle left standing in a bicycle lane can also implicate HMC 8.08.020's broader ban on obstructing a street or public way, since it forces cyclists into the adjacent travel lane. Fines for parking in a bike lane follow the same schedule as any other parking citation: set by Council resolution under HMC 8.24.040, due within 10 business days, and doubled if unpaid, while non-parking violations under the bicycle-operation sections default to the City's general $500.00 Municipal Code penalty under HMC 1.08.010(B).
