Iowa City, IA Mobility & Curb Rules: Bike Lane Rules (2026)

Section 9-8-4(A) of the Iowa City Code makes it unlawful for any person to drive a motor vehicle in a bicycle path, lane, or parking area, or to park a motor vehicle in one. The same subsection separately bars motorized bicycles, motor bicycles, and mopeds from parking in bicycle parking areas, treating those powered two-wheelers differently from ordinary bicycles even though they share roadway rules elsewhere in the chapter. This provision was added by Ordinance 11-4440 in August 2011, effective January 2012, as the city built out its bike lane network.

Subsection B carves out a controlled exception: the city manager or designee may install signs permitting motor vehicle parking in a designated bicycle lane, path, or parking area during specific times and days, and when such signs are posted, motor vehicle parking is allowed only during the exact times stated on the sign, tracing back to 1978 Code section 23-71. Chapter 9-8 also regulates the bicycles themselves: section 9-8-2 requires any bicycle parked on a street or alley to not obstruct travel, and any bicycle within one block or 300 feet of a rack must use that rack; section 9-8-3 requires rear reflectors visible from 300 feet and a white front lamp and red rear lamp from sunset to sunrise.

Section 9-8-7 extends the parking, lighting, and license provisions to electric assist bicycles. Chapter 9-8's general penalty in section 9-8-8 sets a flat fine, separate from the citywide default, reflecting a 2019 ordinance specific to bicycle offenses.
