Iowa City, IA Mobility & Curb Rules: E-Bike Classes (2026)

Title 9, section 9-1-1 defines ELECTRIC ASSIST BICYCLE as a bicycle equipped with a motor that either provides assistance only while pedaling and cuts off at 28 miles per hour, or that can propel the bicycle without pedaling but cannot exceed 20 miles per hour, and the definition expressly states an electric assist bicycle is not a "bicycle," "motorized bicycle," or "motor bicycle" for other purposes of the title. Rather than creating separate riding privileges for each motor type, section 9-8-7 folds electric assist bicycles back into the general bicycle rules: sections 9-8-1 (operation of bicycles), 9-8-3 (lights and reflectors), and 9-8-5 (unlawful license application, possession or transfer) apply to them "in the same manner and to the same extent" as to bicycles.

That means an electric assist bicycle rider must obey traffic signals and stop signs, ride only astride a regular seat, keep both hands free of packages that block the handlebars, ride no more than two abreast on the roadway, and may not ride on a sidewalk anywhere within the Central Downtown Business District (bounded by Capitol, Burlington, Gilbert and Jefferson Streets). Elsewhere on sidewalks the rider must yield to pedestrians and give an audible signal before passing. In City parks, section 4-3-2(J) separately allows electric assist bicycles in all parks except Chauncey Swan Park and Black Hawk Mini Park, where they are barred entirely, and riders elsewhere in parks must yield to pedestrians and avoid reckless operation.
