Lee's Summit, MO Mobility & Curb Rules: Bike Lane Rules (2026)

Section 29-59 gives the City Traffic Engineer authority to mark traffic lanes, including bicycle lanes, wherever a regular alignment of traffic is needed. Subsection B makes it unlawful for a vehicle to leave a marked traffic lane except when lawfully passing another vehicle or preparing to turn. Subsection C addresses bicycle lanes specifically: it is unlawful for a motor vehicle, motorized bicycle, motorized scooter, neighborhood vehicle or personal delivery device to travel in, on or across a marked bicycle lane, with narrow exceptions to enter or leave an intersection, driveway, building or alley, to enter or leave a parking space, or for a bus to enter or leave a bus stop.

Any vehicle crossing the bike lane under one of those exceptions must first yield the right-of-way to avoid a collision or interference with traffic already in the lane. The rule works together with Section 29-519, which gives bicycles, tricycles, e-bicycles and other micro-mobility devices the right to ride in a marked bike lane or paved shoulder, and bars them from riding against the flow of adjacent motor vehicle traffic while doing so. Section 29-523 separately requires a motor vehicle overtaking a bicycle or similar device on the roadway, shoulder or in a bike lane to leave at least four feet of clearance and to maintain that clearance until safely past.
