Electric bicycle or E-bicycle shall mean a bicycle equipped with fully operable pedals, a saddle or seat for the operator, brakes that disengage electric assist or cause electric assist function to cease when the bicycle's brakes are applied, and an electric motor of less than seven hundred fifty (750) watts that meets the requirements of one of the following three classes: A.Class 1 electric bicycle is equipped with a motor that provides assistance only when the operator is pedaling and that ceases to provide assistance when the bicycle reaches the speed of twenty (20) miles per hour;B.Class 2 electric bicycle is equipped with a motor that may be used exclusively to propel the bicycle and that is not capable of providing assistance when the bicycle reaches the speed of twenty (20) miles per hour;C.Class 3 electric bicycle is equipped with a motor that provides assistance only when the operator is pedaling and that ceases to provide assistance when the bicycle reaches the speed of twenty-eight (28) miles per hour and such vehicle shall also be equipped with a speedometer that is capable of displaying speed of travel in miles per hour.

Section 29-1 defines an 'electric bicycle or E-bicycle' as a bicycle with operable pedals, a seat, and a motor under 750 watts that fits one of three classes: Class 1 assists only while pedaling and cuts off at 20 mph; Class 2 can propel the bike without pedaling but also cuts off at 20 mph; Class 3 assists only while pedaling, cuts off at 28 mph, and must carry a speedometer. Section 29-519 sets the road rules by class: a bicycle, tricycle, Class 1 or Class 2 e-bicycle, e-tricycle, scooter or other micro-mobility device may be operated only on roadways posted 35 mph or slower, except on a marked paved shoulder or bike lane, or on a roadway with four or more lanes, and may still cross a faster road.
A Class 3 e-bicycle, motorized bicycle or motorized scooter may not be operated on any street or highway posted faster than 45 mph, or on any sidewalk or other public property. Section 29-520 separately bars operating a Class 3 electric bicycle on a sidewalk or trail except where that sidewalk or trail is a permanent or temporary driveway, and bars any bicycle, tricycle, e-bicycle or micro-mobility device from a sidewalk or crosswalk inside the downtown central business district. Riders sharing a sidewalk or crosswalk must yield to pedestrians and give an audible signal before passing.
Section 29-516 additionally requires front white and rear red lamps plus side reflectors between sunset and sunrise, and Section 29-515 requires brakes capable of stopping the device within 25 feet from 10 mph.

Riding a Class 3 e-bike on a road posted above 45 mph, on a sidewalk, or on a trail not built as a driveway, or riding any e-bike class on a road posted above 35 mph outside a bike lane, paved shoulder or four-lane roadway, is a municipal ordinance violation under Section 1-13, punishable by a fine up to $500, up to 90 days in jail, or both, with the possible $200-$450 tiered municipal fine schedule under RSMo 479.353 for repeat traffic violations within 12 months.
