020 sets the city's bicycle riding rules and is the closest thing Lodi has to a bike-lane statute, since the code does not contain a dedicated on-street bike-lane ordinance; the general plan calls for expanded bicycle lanes along mixed-use corridors, but positioning within a marked bike lane is not separately codified in Title 10. Subsection A flatly bars riding a bicycle on the sidewalk within the business district, with no yield-and-care exception there. Outside the business district, Subsection B allows sidewalk riding but requires the cyclist to yield the right-of-way to any approaching pedestrian and to exercise due care for pedestrian safety, a lower but still enforceable standard than the outright downtown ban.

040 lets the public works director post such signs at intervals as short as one hundred feet on smaller parcels. Subsection D carves out police personnel acting within the course of their duties from the sidewalk ban and the sign-obedience rule. 010(A) pulls in the California Vehicle Code's own definitions for the rest of Title 10, so on-street lane rules for cyclists otherwise default to state law. 010, and the police department may impound an unlicensed bicycle.
