Louisburg, KS Mobility & Curb Rules: Bike Lane Rules (2026)

City Code §12-128, part of the Article 1 park facilities rules that run from §12-101 through §12-148, restricts the riding of bicycles to paved or graveled roads and to areas and trails specifically designed for that purpose within Louisburg's park facilities: Louisburg City Park, Lewis/Young Park, City Lake/Ron Weers Park and the Louisburg Aquatic Center. Two related sections narrow where riders may go further. Section 12-109 limits paved hiking-and-biking trails to pedestrians, bicyclists, roller skaters and skateboarders, and requires cyclists to yield the right-of-way to pedestrians and to move right for faster same-direction traffic.

Section 12-110 bars operating a bicycle on any trail designated for horseback riding, requiring pedestrians on those trails to yield to horses instead. None of these sections regulate bicycle travel on city streets outside park boundaries; Louisburg's code does not create a dedicated on-street bike lane, and cyclists riding on public streets are instead subject to the state rules of the road under the Chapter 14 traffic provisions. Enforcement of the park bicycle rules falls to the Chief of Police and Park Rangers under §12-102's grant of police jurisdiction over parks.

A rider who leaves the paved or graveled roads and designated trails, or who fails to yield as §12-109 or §12-110 requires, commits a Class C violation under §12-147, exposing the rider to a fine of up to $500, up to one month in jail, or both.
