11 folds state bicycle law into the county's park rules first, requiring bicycles and other non-motorized vehicles to comply with Wis. s. 02(4) and every rule that otherwise applies to them, then adds a park-specific restriction: no one may ride a bicycle on trails or grounds unless the parks division has designated that trail or ground for bicycle use. Careless operation is itself grounds for revoking a rider's permit and removing that person from the park, independent of any separate citation. Subsection (2) provides the only path around the designated-trail limit, a special-use permit issued by the parks director or designee that authorizes riding in an area not otherwise opened to bicycles or non-motorized vehicles.

This chapter reaches only land the Dane County Parks Division manages, such as county park trail systems; it is not a traffic-code provision and does not create, mark, or regulate bike lanes on county highways or city streets, those fall under separate traffic ordinances and state law. 14(1) sets the resulting forfeiture at $10 to $100 per offense plus prosecution costs.
