Rock Hill, SC Mobility & Curb Rules: Bike Lane Rules (2026)

Under Rock Hill City Code § 8-8, a "bicycle lane" is defined as a portion of the roadway, or a separated paved lane, marked off by striping, pavement markings and signage for the preferential or exclusive use of bicyclists. Where a bicycle lane has been provided next to a roadway, motor vehicle operators may not block the bicycle lane to oncoming bicycle traffic and must yield to any bicyclist already in the lane before entering or crossing it, for example when turning across the lane or pulling into a driveway or parking space.

Cyclists, in turn, are required to ride in the bicycle lane rather than the general travel lane, except when passing another bicyclist or avoiding an obstruction blocking the bicycle lane; the section also allows a bicyclist to use the roadway instead when only an adjacent multi-purpose trail, not a bicycle lane, is available. This sits alongside the city's broader bicycle-operation rules in the same chapter: § 8-7 requires cyclists on a roadway to ride with traffic, as near the right side as practicable (with listed exceptions for hazards, narrow lanes and one-lane routes), not more than two abreast, and § 8-3 separately restricts sidewalk riding within the downtown loop bordered by Wilson Street, Charlotte Avenue, Elizabeth Lane and Johnston Street.

No dollar figure or specific offense classification is attached to § 8-8 itself; enforcement runs through the city's Code of Ordinances general penalty clause rather than a bicycle-specific fine schedule.
