Article XVIA of Chapter 694, Vehicles and Traffic, added by Ordinance No. 2013-20 on May 28, 2013, establishes bicycle lanes on designated Vineland streets under § 694-51.1. The section states plainly that the parts of streets described are hereby designated and established as bicycle lanes and that no vehicle other than a bicycle may use the lane. The attached schedule lists an eastbound lane on the north side of Elmer Street from West Avenue to East Avenue, a northbound lane on the west side of South Seventh Street from Chestnut Avenue to Landis Avenue (added by Ordinance No.

2023-30), and a westbound lane on the south side of Wood Street from East Avenue to West Avenue. Under § 694-51.2, signage marking the lanes must be erected and maintained as authorized by the Commissioner of Transportation of the State of New Jersey, so a lane is legally established once the Commissioner-authorized signs go up. The bicycle-lane article sits within Part 1 of Chapter 694, the same part that covers parking schedules, no-passing zones and pedestrian crosswalks, so a driver who parks or drives in a marked lane is treated the same as any other Part 1 traffic violation.
