030 regulates other power-driven mobility devices, or OPDMDs, on city trails and calls out electric bicycles specifically in two places. Subsection B caps OPDMD size at thirty-six inches wide and forty-eight inches long, but carves out an exception letting electric bicycles exceed forty-eight inches in length. Subsection D sets the trail speed limit: no person may operate an OPDMD faster than ten miles per hour on paved and unpaved trails, but electric bicycles are held to a different, higher standard and may not exceed the posted speed limit or fifteen miles per hour, whichever governs.

A basic speed rule also applies regardless of the numeric cap: no one may operate an OPDMD at a speed unreasonable for trail sight-lines, surface, width, or traffic, or that endangers people or property. Subsection C bans gas-powered devices outright, permitting only manually or battery/electricity operated mobility devices. The section does not adopt the state Vehicle Code's Class 1, 2, and 3 electric bicycle categories or set separate rules for where each class may ride; it treats electric bicycles as a single category subject to the 15 mph trail cap and the length exception.

OPDMDs, including e-bikes, must stay on designated park trails, are barred from areas closed for safety or resource protection, and a rider whose device does not meet these standards may request a written variance from the parks director under subsection K.
