Fairfield, CA Mobility & Curb Rules: E-Bike Classes (2026)

Fairfield Municipal Code § 12B.1 defines an Electric Bicycle as a bicycle with fully operable pedals and a motor under 750 watts, adopting the state's three-tier system in California Vehicle Code § 312.5(a): Class 1 (pedal-assist only), Class 2 (throttle-assisted), and Class 3 (higher-speed pedal-assist). The city's only e-bike-specific restriction sits in Chapter 12B, the Parks and Recreation chapter: Section 12B.4(h), added by Ordinance No. 2020-04 and amended by Ordinance No. 2025-07, bars riding or operating any electric bicycle other than a Class 1 model anywhere in Rockville Hills Regional Park, the city's regional park in Solano County.

That means Class 2 and Class 3 e-bikes cannot be ridden on Rockville Hills' trails at all, even though the same machines are allowed on Fairfield's streets under state law. Inside city parks generally, the standard Bicycle rules in Section 12B.4(g) cap all bicycle speeds at 15 mph, with the Rockville Hills main trail capped further at 5 mph and helmets required in Open Space Areas regardless of age. Outside city parks, Fairfield has not adopted a separate e-bike ordinance, so where each class may ride on streets, sidewalks and bikeways defaults to the state rules in the California Vehicle Code, which Section 12B.1 cross-references rather than restates. The Director, Park Ranger, or Landscape Maintenance Manager enforces the park-specific limit and can eject a rider or confiscate a noncompliant e-bike under Section 12B.17.
