075 grants every electric bicycle rider the same rights and duties as a bicyclist, treating the e-bike as a vehicle to the same extent as a bicycle (Subsection A), and exempts e-bikes from motor-vehicle requirements like registration, titling, driver's licenses and financial responsibility (Subsection B). Subsection G lets e-bikes ride wherever bicycles may travel, including multi-use paths, but a municipality or agency with jurisdiction over a path can bar Class 1 or Class 2 e-bikes there after notice and a hearing for safety reasons, and may bar Class 3 e-bikes from a path without that hearing requirement; natural-surface non-motorized trails remain separately regulable.

Subsection H imposes the Class 3-specific rules: no one under 16 may operate a Class 3 e-bike, though a person under 16 may ride as a passenger if the bike is designed for it, and every Class 3 e-bike must carry a speedometer displaying its speed in miles per hour.
