Redlands, CA Mobility & Curb Rules: E-Bike Classes (2026)

210, adopted by Ordinance 3000 in 2026, defines an electric bicycle as one with fully operable pedals and a motor under 750 watts, sorted into three classes: Class 1 assists only while pedaling and cuts off at 20 miles per hour; Class 2 can propel the bike without pedaling but also cuts off at 20 miles per hour; and Class 3 assists only while pedaling, cuts off at 28 miles per hour, and must be equipped with a speedometer. 200: no person may ride an electric bicycle in an unsafe manner on public property, including roadways, sidewalks and parks, or on private property open to the public.

The code defines unsafe manner broadly, and lists examples: intentionally lifting a wheel off the ground on a highway, sidewalk, bike lane or path (unless caused by road conditions beyond the rider's control); riding on a sidewalk without due caution for pedestrians; riding against the flow of traffic on a highway or bike lane; intentionally swerving around stopped or slowed traffic; carrying passengers or standing on the seat when the bike was not designed for it; ignoring posted signs or signals; and a rider under 18 operating without a properly fitted, fastened helmet.

Subsection B separately bars operating an e-bike while holding and using a handheld wireless telephone or electronic communications device unless it is voice-operated and hands-free. 230 sets the penalty directly: any violation of the electric bicycle article is an infraction punishable by a $1,000 fine, rising to $2,000 for a second or subsequent violation, a notably steeper schedule than the code's general infraction penalty.
