Santee, CA Mobility & Curb Rules: E-Bike Classes (2026)

Santee Municipal Code § 10.02.020 cross-references the Vehicle Code to define the e-bike classes, with § 10.22.015 regulating only Class 1 and Class 2 bicycles. Until January 1, 2029, unless the State Legislature extends the deadline, § 10.22.015(A) bars anyone under 12 from operating or riding a Class 1 or Class 2 electric bicycle anywhere in Santee, and subsection B bars knowingly letting a person under 12 do so. The penalty phases in: subsection D(1) limits enforcement to a warning notice for the first 60 days after the rule takes effect; after that, subsection D(2) makes a violation an infraction carrying a $25 fine, though D(2)(a) waives the court record and fee if the minor's parent or guardian proves within 120 days that the minor completed an electric bicycle safety and training program under Streets and Highways Code § 894.

Subsection D(3) holds a parent or guardian jointly and severally liable for an unemancipated minor's fine. Separately, § 10.22.016 bars riding or operating an electric bicycle on a sidewalk anywhere the City Engineer has posted a sign prohibiting that use, a sign-dependent restriction distinct from the citywide age floor.
