Since June 2, 2019, no Texas home-rule city, Abilene included, may implement or operate a photographic traffic signal enforcement system on streets under its jurisdiction. House Bill 1631 added Section 707.020 to the Transportation Code and ended red-light camera ticketing across Texas. The Texas Attorney General enforces the prohibition. Abilene runs no automated red-light ticketing: a citation for running a red light comes only from a sworn Abilene Police Department officer who witnesses the violation, never from a camera-triggered civil notice mailed to the vehicle's registered owner.
