Coconut Creek, FL Mobility & Curb Rules: Red-Light Cameras (2026)

Division 4 of Chapter 2 (Secs. 2-240 to 2-244) was enacted by Ord. No. 2024-028. Sec. 2-240 says the city elects to use automated speed detection systems, called SDS, in school zones under F.S. Ch. 316, and calls the cameras a supplemental means of enforcing state law that does not displace any other enforcement of the Florida Uniform Traffic Control Law. Sec. 2-241 defines a speed detection system as a portable or fixed automated system that uses radar or LiDAR and captures a photograph or video of the rear of a motor vehicle exceeding the speed limit. Bicycles, electric bicycles, motorized scooters, mopeds and swamp buggies are excluded from the definition of motor vehicle.

A violation is driving in a school zone more than ten miles per hour over the limit in one of four windows: from thirty minutes before through thirty minutes after the start of a regularly scheduled breakfast program, the same thirty-minute band around the start of a school session, the same band around the end of a school session, or more than ten miles per hour over the posted limit during the entirety of a regularly scheduled school session. Sec. 2-243 records the City Commission's finding, after a public hearing on July 11, 2024 and a school zone speed report prepared by RedSpeed, Florida, LLC and kept on file with the city clerk, that eight school zones carry a heightened safety risk: Atlantic Technical College, Coconut Creek Elementary, Coconut Creek High School, Dave Thomas Education Center, Lyons Creek Middle School, Monarch High School, Tradewinds Elementary School and Winston Park Elementary.

Sec. 2-244 sets the machinery. Placement and installation follow Florida Department of Transportation specifications. The city's special magistrate acts as the local hearing officer for anyone contesting a notice of violation. A traffic infraction enforcement officer may still issue uniform traffic citations for the same speeding under F.S. Sec. 316.1896. The Coconut Creek police chief, or a designee, sends notices, assesses penalties, remits the required portions of them, sets hearing and appeal procedures, posts signage, runs the public awareness campaign and files the required reports, all as Chapter 2023-174, Laws of Florida, requires.
