New Britain, CT Mobility & Curb Rules: Red-Light Cameras (2026)

Under Sec. 15-150, adopted by Res. No. 36814-2 on June 20, 2025 pursuant to G.S. § 14-307c, New Britain's common council authorized automated traffic enforcement safety devices in school zones, pedestrian safety zones and other approved locations, but only after the city submits a device-location plan to the Connecticut Department of Transportation for approval. Sec. 15-154 defines the two violations the devices catch: exceeding the posted speed limit by ten or more miles per hour, or failing to stop on a steady red signal, each recorded by camera.

Every device must be run by a certified operator under Sec. 15-153, and for the first thirty days after any location goes live, a detected violation draws only a written warning rather than a citation. After that, Sec. 15-155 requires a sworn officer or designated city employee to review the recorded images before a citation issues by first-class mail; the citation must name the location, date, time, a copy of the images, verification of the device's most recent calibration check, the fine amount and the right to a hearing.

Sec. 15-156 sets the fine at fifty dollars, rising to seventy-five dollars if a prior fine on the same vehicle remains unpaid or contested, plus an optional electronic-processing fee capped at fifteen dollars; revenue is restricted to transportation-mobility and infrastructure projects or the program's own costs. Sec. 15-159 lists defenses, including an inoperative signal, an emergency-vehicle exemption, or a stolen vehicle, and Sec. 15-158 lets an owner appeal to a citation hearing officer under the Code's chapter 1 procedure.
