Titusville, FL Mobility & Curb Rules: Red-Light Cameras (2026)

City Code §§ 20-70 through 20-76, added by Ord. No. 16-2025 on May 13, 2025, authorize the city to install and use automated speed detection systems, radar or LiDAR devices that photograph a speeding vehicle's rear tag, on roadways maintained as school zones. The program supplements, rather than replaces, ordinary traffic enforcement by a sworn officer. Section 20-73 puts the city manager or a designee, working with the Titusville Police Department, in charge of day-to-day administration, and lets the city council designate the code enforcement board, a special magistrate, or another appointee as the local hearing officer for camera-ticket disputes.

Before the city can sign or renew a vendor contract for the cameras, section 20-74(a) requires city council approval at a regular or special meeting, off the consent agenda, with public comment allowed. Section 20-74(d) requires a thirty-day public-awareness period before any fine can be issued; during that window a captured violation draws only a written warning. Section 20-75 names the ten current school zones by street address, including Titusville High School, Jackson Middle School, and Coquina, Oak Park, South Lake and Imperial Estates elementary schools, among others, and lets the council add or remove zones by amending the article.

Enforcement under section 20-76(c) triggers only for speeds more than ten miles per hour over the posted school-zone limit, and only during the entire regularly scheduled school session, or within thirty minutes before or after a scheduled breakfast program or the start or end of the school day. 1896.
