York County, VA Mobility & Curb Rules: Red-Light Cameras (2026)

Article IV, section 15-61 lets the York County Sheriff's Office place photo speed monitoring devices in school crossing zones countywide to catch drivers going at least 10 mph over the posted limit while the zone is active, carrying a $100 civil penalty. Article VII, sections 15-82 through 15-84, separately authorizes traffic light signal violation monitoring systems, capped at one intersection per 10,000 residents, imposing a $50 monetary penalty for running a red light that is not treated as a conviction and does not affect insurance records or a driver's operating history.

Both programs run on rebuttable presumptions: proof the registered owner's vehicle was caught on camera creates a presumption the owner was driving, rebuttable by a sworn affidavit or testimony that someone else was driving, or by a stolen-vehicle police report. Before installing a red light camera system, the county administrator must brief the Board of Supervisors, hold a public hearing, get majority approval, and complete an engineering safety analysis confirming a yellow phase of at least 3 seconds plus a 0.5-second red-light grace period. A private vendor may supply and operate the equipment, but only a county or York County Sheriff's law-enforcement officer can swear to the violation certificate, and any vendor contract must be based on service value rather than the number of citations issued.
