Anchorage permits shared e-scooter pilots through MOA Public Works right-of-way agreements, but no permanent dockless ordinance exists; scooters must follow AMC Title 9 bike rules and stay off downtown sidewalks.
Following short-lived pilots, Anchorage treats shared electric scooters under right-of-way use permits negotiated by Public Works rather than a standalone AMC chapter. Operators must provide insurance, fleet caps, geofenced no-ride zones around the Delaney Park Strip and downtown sidewalks, and slow-zone limits near schools. Riders must obey AMC Title 9 traffic provisions applicable to bicycles, including with-traffic riding and signaled turns. Winter operations have proven uneconomical; most operators withdraw fleets between October and April, returning seasonally when paved trail surfaces clear.
Riding shared scooters on downtown sidewalks or in geofenced no-ride zones can trigger fines of $50 to $200 under AMC Title 9 plus operator-imposed account suspensions and impound fees.
