Summary

Columbia Code of Ordinances § 14-1 defines 'motor propelled scooter' as any e-scooter or small wheeled device with a motor capped at 15 mph: covering shared rental scooters as well as personally owned ones. § 14-493(b) bars anyone under 16 from riding one on any city street, sidewalk or thoroughfare. § 14-5(a) bans scooters from sidewalks and public parking lots and garages within the Central Business District. § 17-141(f) separately bans motor propelled scooters from every city trail and city park outright, while cyclists remain permitted on those trails under speed and courtesy rules.
