Columbia, MO Parking Rules: Snow Removal Parking Rules (2026)

Section 14-304 of the Columbia Code of Ordinances is the city's list of posted no-parking locations. Subsection (a) applies when signs are placed, erected or installed giving notice, and it says no person shall stop, stand or park a vehicle on the listed streets or places. Alongside named streets such as Ash Street and Rollins Street, the list includes a category that moves with the weather: any roadway signed as a snow route when there is two (2) inches or more of snow on the roadway.

Both conditions have to be present. The roadway must be signed as a snow route. The rule depends on posted notice, so a Columbia street without snow route signs is not covered by this entry. There must also be two (2) inches or more of snow on the roadway. The measure is snow on the road surface itself. Below two (2) inches the snow route entry does not apply, though any other posted restriction on that street still does.

The trigger is automatic. The quoted text does not call for a separate snow-emergency declaration. Once the snow on a signed route reaches two (2) inches, the prohibition is in effect, and it falls to drivers to notice the depth and move.

The wording also covers more than parking. A person may not stop, stand or park, so pulling over briefly on a signed snow route during qualifying snow is within the ban.

Subsection (b) supplies the consequence in plain terms: vehicles in violation of this section shall be towed. The word shall makes the tow mandatory, and it is the same tow-away authority that applies to the section's other no-parking zones. The practical effect is to keep plows moving along Columbia's signed snow routes.
