Greeley, CO Mobility & Curb Rules: Shared E-Scooter Rules (2026)

A license for shared micromobility is only valid for operations within designated city rights-of-way. An operator shall not restrict use of its fleet within certain geographical areas of the city unless approved by the city. Permission to operate devices outside the public right-of-way shall require advance written permission of the property owner. Operators shall have a means of communicating to the user or customer when the device has been operated in non-permitted areas. The communication to the user shall be sent electronically at the time of such an occurrence happening and at the conclusion of the trip. Each occurrence shall be recorded for data collection and reporting purposes to the city.(h)No operator shall offer a shared micromobility device for use that does not meet each of the standards set forth in this chapter and established by the city manager.(i)An operator shall comply with the record keeping, ridership data, and other reporting and operating requirements established by the city manager under this chapter or as outlined with the licensing process.(j)An operator shall participate in city-initiated mobility engagement and user education efforts, including, but not limited to, special events and neighborhood outreach opportunities as requested by the city manager with prior notice.
