Jackson, NJ Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Section 111-6 of the Jackson Township Code defines the rules for low-speed electric scooters, which Section 111-1 caps at under 19 mph. Scooters are exempt from motor-vehicle registration, licensing and insurance requirements, but Section 111-6A requires riders to follow the same rules that apply to bicycles under Article I. Scooters may be parked on a sidewalk only if the parked device does not impede the normal movement of pedestrian or other traffic on that sidewalk. Section 111-6B is the operative no-ride-zone rule: low-speed electric scooters are prohibited from operating within or upon any Township-owned property or recreation area, a category that under Section 111-2I also captures parks, fields and similar municipal land.

The only carve-out is for a rider who has obtained a special-event permit authorizing scooter use at that specific park or recreation area for that event. The article exempts mobility devices for riders with limited or no ambulation, and toy vehicles for toddlers capped under 3 mph, from these restrictions, mirroring the exemptions written for e-bikes elsewhere in the same chapter. Because Section 111-6 sits inside Article I of Chapter 111, the same enforcement and penalty structure that governs low-speed electric bicycles applies to scooter violations.
