Jackson, NJ Noise Ordinances: Leaf Blower Rules (2026)

Section 291-9A covers a residential property owner or tenant's own power tools, home maintenance tools and landscaping or yard maintenance equipment, excluding emergency work: none of it may run between 8:00 p.m. and 8:00 a.m. unless the activity meets the Table I, II or III sound level limits, and all motorized equipment must carry a muffler or sound reduction device. Section 291-9B applies a tighter, longer curfew to nonresidential operators, meaning commercial landscapers and public employees, on any residential, commercial, industrial or public property: no landscaping or yard maintenance equipment between 6:00 p.m. and 8:00 a.m. on weekdays, or between 6:00 p.m. and 9:00 a.m. on weekends and federal holidays, again unless the work meets the Table I, II or III limits, and again with the same muffler requirement.

Outside those windows, the general Table limits do not apply to this equipment at all, so a homeowner mowing at 9:00 a.m. on a Saturday faces no decibel ceiling under this article. A separate carve-out in § 291-9D lets motorized snow removal equipment run at any hour, as long as it carries a muffler or sound reduction device. Because subsections A and B set different hours for the same category of equipment, a commercial crew servicing a Jackson Township lawn must follow the tighter, earlier 6:00 p.m. cutoff rather than the 8:00 p.m. hour that applies to the homeowner doing the same work.
