Jacksonville, FL Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Chapter 235 of the Jacksonville Ordinance Code, Dockless Mobility Programs, governs shared electric scooters and bikes. Section 235.104 makes it unlawful to run a program without a permit from the Office of Public Parking, whose Public Parking Officer is the Director. No more than two operators hold permits at any time, chosen through a request for proposals. Permits last three years with one two-year renewal, unless the Director finds the operator significantly failed to comply, and each unit type needs its own permit.

Section 235.105(c) is the geofencing rule. Every permitted unit carries geofencing technology that limits operation to the Dockless Mobility Zone, a mapped area depicted in Section 235.103, and to the operator's own service area set in the RFP or contract. Council can authorize a larger zone under Section 235.110, and the Director can approve pilot expansions of up to 12 months outside it.

Subsection (d) sets the fleet duties. Operators must redistribute units daily based on use within the zone. A unit that is inoperable or noncompliant must be removed within two hours of a complaint between 7:00 a.m. and 7:00 p.m., seven days per week, and within 12 hours on holidays. Operators must staff a toll-free customer line 24 hours a day, 365 days a year, and relocate units indoors within 24 hours of a tropical storm or hurricane watch or warning. A unit the Department holds and the operator does not retrieve within seven days is a violation, and after 30 days it becomes City property.

Equipment and rider rules sit in subsection (a): top motor-powered speed under 15 miles per hour, with operators required to teach that sidewalk riding is lawful only under 10 miles per hour, GPS tracking, a visible unique identifier, a kickstand, and lights meeting F.S. § 316.2065(7). Users must be 18 or older and prove it with government-issued identification through the operator's software.

Parking under subsection (b) is limited to designated corrals. Sidewalk corrals need a sidewalk wider than eight feet with an eight-foot clear path left, and none can sit in a bicycle lane, driveway, curb ramp, or within 15 feet of a fire hydrant. Each operator can fill no more than 50 percent of a corral's square footage, with one foot between units.
