Bloomington, IL Mobility & Curb Rules: TNC Pickup Zones (2026)

Section 29-1413 authorizes, establishes and reaffirms public carrier and shuttle bus stops together with taxicab/TNC vehicle stands, locating and describing them through § 29-1808, Schedule VIII, and requires each one to carry an appropriate sign. It is illegal for anyone to park or stop a vehicle other than a shuttle bus in a marked shuttle bus stop, or a vehicle other than a taxicab or TNC vehicle in a marked taxicab/TNC stand. Section 29-1414 sets the operating rule once a stand exists: a taxicab or TNC vehicle may not stand or park in any time-limited street space except in a designated stand, though the driver may still make a temporary stop elsewhere, consistent with the City's other stopping and parking rules, while actually loading or unloading a passenger.

Section 29-1415 then protects the stand from everyone else: no one may stop, stand or park a vehicle other than a bus in a bus stop, or other than a taxi or TNC vehicle in a taxi/TNC stand, once it is officially designated and signed. The one exception is a passenger vehicle driver who stops briefly just to load or unload passengers, and only if that stop does not interfere with a bus, taxi or TNC vehicle waiting to enter, or about to enter, the zone. Together the three sections reserve curb space for ride-hail and taxi pickups while still letting an ordinary driver make a quick, non-obstructing stop there.
