190 specifically restricts where a TNC vehicle may stop. Subsection A bars any TNC vehicle, subject to the rules of the license inspector at the central license bureau, from parking or standing at designated taxicab stands, in any other prohibited area, in any space controlled by a curb parking meter, or within fifteen feet of the entrance to a railroad station, theatre, arena, hotel, restaurant or similar place of public accommodation or resort. Subsection B goes further and flatly prohibits TNC vehicles from picking up passengers at two specific locations: Terminal A of Newark Liberty International Airport and the Elizabeth train stations, regardless of curb availability.

Violations & Fines
A violation of Section 5.150.190, like any other violation of Chapter 5.150, carries a minimum fine of $1,250.00 for the first offense and for each additional offense, under the chapter's own penalty provision, Section 5.150.280. The license inspector can also refer repeated or serious violations toward suspension or non-renewal of the TNC driver's, vehicle's or platform license.
