Jackson, MS Noise from Specific Sources: Bar & Nightclub Noise (2026)

General Code Chapter 54, Article III (Sections 54-86 through 54-92, adopted by Ord. No. 2006-68(6)) sets Jackson's citywide noise standard, and it applies to bars and nightclubs as 'commercial premises' under the Section 54-87 definitions. Section 54-89(e) makes it unlawful for any noise source to emit sound that crosses a property line and enters another premises above the levels fixed in Table A, or above the limits on public premises. on weekends when the receiving property sits in a residential district, so a nightclub abutting housing effectively faces a 45 dBA overnight cap.

If the ambient sound level is already at or above Table A's limit, that higher ambient level becomes the ceiling the source can't exceed. Section 54-90 exempts specific sources, such as permitted outdoor gatherings, public dances and shows with a permit from the appropriate authority, but doesn't exempt ordinary bar or nightclub amplified music or crowd noise. The chief of police enforces the article under Section 54-89(a), with authority to inspect premises, take sound measurements, and, if refused entry, seek a court warrant; Section 54-91 lets any law enforcement officer, or any resident 18 or older, file a complaint in municipal court. Section 54-92 makes a violation a misdemeanor, and each day, or each separate occurrence, is its own offense.
